Stealing is absolutely Haram (prohibited). This ruling applies to stealing from individuals and governments alike even if such governments do not rule by Shari`ah. Allah (Exalted be He) says, And (as for) the male thief and the female thief, cut off (from the wrist joint) their (right) hands and: And eat up not one another’s property unjustly (in any illegal way e.g. stealing, robbing, deceiving, etc.)
